To develop a car sharing program that provides electric vehicle access to low-income and Environmental Justice (EJ) / Restore, Reinvest, Renew (R3) customers by addressing cost barriers and promoting familiarity. The pilot will place vehicles in transit-, work-, and residence-adjacent locations to enable households to own fewer cars while serving everyday transportation needs.
We partnered with municipalities, multi-unit dwelling residences and public parking lots.
As the pilot concludes, we extend our appreciation to all partners, host sites, and community members for their support and contributions. The pilot successfully deployed seven electric vehicles across four site locations and is nearing completion of new EV infrastructure at four additional sites by the end of 2025, bringing the total number of deployed vehicles to 15. The pilot delivered a clear picture of program scale, usage patterns, and customer retention, identifying whether demand is driven by repeat users or one-time participants. Insights captured how vehicles are utilized—short trips, all-day travel, or out-of-town travel, and benchmark results against similar programs. A cost-benefit analysis quantified the program’s financial impact, informing decisions on future investments and expansion.
The Rideshare Pilot demonstrated the opportunity that Equity Investment Eligible Community areas provide to develop profitable and active rideshare assets. ComEd provided the test case to show Zipcar and other carshare operators that placing EV assets into these areas can be a profitable business strategy.
