To test the feasibility of using electric vehicle supply equipment (EVSE) to act as a billing-grade submeter for EV charging electricity consumption.
Participant Characteristics
Ten residential customers who owned an EV and had a Level‑2 charger installed at home participated. Ten commercial customer sites, including five public DC Fast Charging (DCFC) sites, two school district electric school bus charging depots and three ComEd workplace locations with L2 chargers participated.

Pilot Outcomes
The pilot confirmed strong customer interest in EV‑only electric rates that could be enabled through EVSE submetering; but it found that the EVSEs tested—both residential and commercial—lacked the accuracy and data completeness required for accurate utility-grade billing.
