RFP Administration

The BrightLine Group, E Source, and Swift Strategy team is the Administrator for the ComEd Customer Innovation initiative (Customer
Innovation Admin team). This team will support ComEd in the review, scoring and selection of proposals. BrightLine is the Prime contractor to ComEd. As BrightLine’s subcontractor, E Source’s primary responsibility is subcontracting to organizations selected to run pilots. Accordingly, E Source, on behalf of BrightLine and ComEd, will hold the contract with the selected vendor. Terms and Conditions for subcontracts are provided by request.

RFP Process

Each RFP will outline the details, requirements, and schedule. All RFPs will require interested parties to submit an intent to bid by a date specified in the schedule along with any questions they have on the RFP. All submitted proposals will be reviewed and scored by a group of team members and subject matter experts from Customer Innovation Admin and ComEd Clean Energy Solutions. Established scoring criteria will be used to score each proposal based on the specific requirements outlined in the RFP.

Residential Energy Efficiency Opportunities Research

We are seeking proposal submissions for a research project focusing on non-fuel-switch energy savings opportunities for residential customers. This will include energy efficiency saving opportunities from new weatherization and direct install measures, innovative approaches to energy assessments for residential customers, and potential strategies to increase residential customer participation in ComEd offerings.

Packaged Terminal Heat Pump (PTHP) Market Study Research

We are looking for proposal submissions for a market study of PTHPs to gather qualitative primary data from facility stakeholders around their experiences, motivations, barriers, performance perceptions, and challenges facing the adoption of PTHPs.

Commercial & Industrial Public Sector Barriers and Opportunities Research

We are seeking proposal submissions for a research project related to commercial and industrial public sector energy efficiency and energy efficient electrification improvements. The research will help ComEd identify priority public sector customer segments, including government, municipal, public safety, transportation, and cultural institutions. It will also identify opportunities to strengthen engagement with these entities to increase participation in ComEd’s program offering as they pursue efficiency upgrades and building electrification.

HVAC Contractor Development Study

We are looking for proposal submissions focused on expanding HVAC participation within ComEd’s C&I Energy Efficiency Service Providers (EESPs). This research will develop qualitative and quantitative insights regarding the readiness, barriers, business models, training needs, and market dynamics affecting HVAC measure delivery among contractors currently participating in ComEd’s C&I EESP network, with particular attention to those serving small and medium business customers.
